RTI partners with The Petey Greene Program to provide insights, tools for measuring effectiveness of educational offerings

The Petey Greene Program offers College Bridge and College Tutoring programs that support the academic goals of individuals who are incarcerated or formerly incarcerated


RESEARCH TRIANGLE PARK, N.C. — Nonprofit research institute RTI International today announced a partnership with The Petey Greene Program (PGP) to conduct an assessment of its College Bridge and College Tutoring programs that support the academic goals of individuals who are currently or formerly incarcerated.

The assessment will determine if the PGP is prepared to fully evaluate the impact of its programs on learner, program and partner outcomes, and if not, actionable next steps to address its readiness.

“We look forward to applying our extensive experience in program evaluation and evaluability assessment to support PGP’s mission of providing high-quality academic support to individuals who are incarcerated or formerly incarcerated,” said Samuel Scaggs, Ph.D., a research criminologist at RTI leading the project. “Our assessment will provide PGP with recommendations as it looks to measure the effectiveness of its offerings.”

The assessment, in addition to determining the PGP’s readiness for evaluation, will guide the design of future evaluations by allowing RTI to test various evaluation strategies, instruments and protocols. 

“We often hear from our students that working with the PGP’s tutors and instructors is key to their confidence and academic success. Through our collaboration with RTI, we are excited to lay the foundation to measure in an objective way the impact of our programs on student outcomes”, said Chiara Benetollo, Ph.D., Executive Director of the Puttkammer Center for Educational Justice and Equity, the Petey Greene Program’s research and strategy division.

Founded in 2008, the PGP supports the academic goals of people who are incarcerated or formerly incarcerated through tutoring, college readiness, and other academic programs, while educating volunteers and the public on the injustice manifested in the criminal legal system. It is the largest provider of tutoring and academic support programs for individuals who are incarcerated or formerly incarcerated in the U.S., with more than 120 programming sites in prisons, jails, and reentry programs in seven states. 

The PGP’s evaluability assessment is made possible by funding from Ascendium Education Group, a leading philanthropy in the field of higher education in prison that focuses on systemic change to elevate opportunity for learners from low-income backgrounds.
