Over the last five years donor agencies have increasingly turned to NGOs to implement their development activities. Not enough attention, however, has focused on analyzing whether these organizations have the capacity to handle the increasing responsiblities of this role. In response to this issue, in May 1994, Africare, a U.S.-based private voluntary organization, began implementing BINGOS, USAID's Benin Indigenous Strengthening project.
