In this paper we: • describe structured pedagogy, including its history, and summarize research on its use to support foundational literacy and numeracy knowledge. • define structured pedagogy as a coherent package of investments that work together to improve classroom teaching to include instructional materials for teachers and students, initial training and ongoing support. • present a solution to address low learning levels in formal education settings.
