In 2010, the Division of Academic and Technical Education at the Office of Vocational and Adult Education (OVAE) launched the Promoting Rigorous Career and Technical Education Programs of Study project to promote the development of rigorous programs of study (RPOS) in six states. This four-year research project supports states in strengthening the quality of their CTE programs and improving state capacity to report valid and reliable data. This report includes 2010-11 academic year data collected during the second year of the project (the first year of project implementation activities) and baseline data from the 2009-10 academic year. The analysis investigates how the educational achievement and post-program outcomes of RPOS students, other CTE concentrators, and all other students differ across the two years and across the three participating sites in each state
