This report presents the findings of a data capacity assessment funded under the United States Agency for International Development’s (USAID’s) Education Data for Decision Making project (EdData II). The Ghana assessment, joining parallel pilot studies carried out by EdData II teams in the Philippines and Mozambique, contributes to a larger effort to develop and stabilize a useful framework and methodology for future data capacity assessments in other countries. Given USAID’s focus on basic education support going forward, the Ghana assessment placed special emphasis on basic education (i.e., kindergarten, primary school, and junior high school).
