This study profiles the status of consortia formation (required for Perkins grant applicants who do not qualify for a minimum basic grant amount) across states, how and why consortia are formed and operate, and the outcomes they achieve in a representative sample of states. This study includes phase 1 activities and will quantify the number of consortia existing within states, the characteristics and financing of these units, and the state policies governing their formation. Phase 2 activities, funded under task 2.1, will profile consortia operations within a group of up to five specific states using case studies and interviews with state agencies and partnerships.
