Wadel S. Cabrera III serves as the Deputy Chief of Party – Technical of the USAID UPSKILL Program in the Philippines. He is a development professional with over 20 years of development management experience in the public, private, and humanitarian sectors. Mr. Cabrera has demonstrated experience in project operations, including institution building and organizational development, resource mobilization and donor management, communications, and stakeholder engagement. 

Mr. Cabrera has led and supported development programs focused on social protection and community empowerment, good governance, social accountability, and citizen empowerment. Prior to joining RTI, Mr. Cabrera served as Project Coordination Consultant of the Secondary Education Support Program (SESP) of the Asian Development Bank (ADB). Concurrent to this, he was the Community of Practice Manager for the United Nations Development Programme (UNDP) Strategic M&E Project, leading stakeholder engagement strategy and communication of practice engagement. He was the Subject Matter Specialist for Organizational Development under the USAID Science, Technology, Research and Innovation for Development (STRIDE) Program, led by RTI, and previously led engagement with the Regional Inclusive Innovation Centers (RIICs) in the Philippines. 

Mr. Cabrera speaks English, Filipino, and Cebuano.
