Sara Carter is an education researcher at RTI, where she works on large national school-based surveys, school staff data collection, and youth tobacco surveys. Currently, she supports recruitment for the California Youth Tobacco Survey for the California Department of Public Health. She also works on staff data collection and recruitment for the National Center for Education Statistics’ High School and Beyond Longitudinal Study of 2022, for which she helped develop innovative recruitment strategies to increase participation in data collection. Prior to that, she led staff data collection and recruitment for the U.S. Department of Education’s Trends in International Mathematics and Science Study, which is an international assessment that measures trends in mathematics and science achievement.

Previously, Sara facilitated community efforts to develop a shared data visualization system for Youth Thrive. Before that, she was a program manager for Educational Data Systems, Inc., where she oversaw its Federal Workforce Development Youth Program, which serves over 150 youth annually in Wake County.
