Santiago Medina brings over 25 years of experience in managing donor-funded programs, including three USAID projects, and in the public and private sectors. He currently serves as the Chief of Party of the USAID-funded Tu Municipio Responde (TuMUNI), a project working to improve the delivery of public services and strengthening democratic governance in Ecuador. 

Prior to joining RTI in 2024, Mr. Medina served as the Chief of Party (COP) and Deputy COP on the USAID/El Salvador Municipal Governance Project, targeting 30 municipalities to improve public services, revenues, and financial sustainability by recovering task arrears, reducing cost, and increasing fees. He has actively worked to improve citizen perception of municipal services. 

Mr. Medina's work in the public sector in Ecuador includes Deputy Minister of the Ministry of Planning and Development, Advisor in the Ministry for Strategic Sectors, Chief Executive Officer of the National Preinvestment Institute, and Under Secretary of Public Investment. He also advised the governments of Argentina, Bolivia, and Perú in the structuring and improving of their public investment systems. He is an experienced and trusted convener of citizens, civil society organizations (CSOs), public officials, and the private sector to identify and work toward long-term objectives to counterbalance political interest and support project sustainability. He is a native Spanish speaker and fluent in English.
