Connect

Roberta Constantine is a Program Manager for RTI's Health Care Payment and Quality Program. Dr. Constantine has clinical training and certification as a cardiac care nurse, and has experience in clinical and management positions in acute care settings and other health care organizations. Through her work, she focuses on the public reporting of quality measures including electronic, assessment and claims-based measures.

Dr. Constantine has worked on a variety of quality, outcomes, and program studies as well as demonstrations and evaluations for the Centers for Medicare & Medicaid Services (CMS), Centers for Disease Control and Prevention (CDC), National Multiple Sclerosis Society, and National Eye Institute. Her research experience includes demonstration and evaluation studies of post-acute care and chronic diseases. Currently, Dr. Constantine serves as the Quality Measure Monitoring Lead for the Primary Care First (PCF) Payment, Operations, Monitoring, and Quality (POM-Q) initiative. In her role, she collaborates with primary care practices, implements electronic quality measures, and navigates the landscape of public reporting of Medicare quality measures across diverse care settings.

Dr. Constantine also worked as program manager for the U.S. Food and Drug Administration’s (FDA’s) Sentinel Initiative at Harvard Pilgrim Health Care Institute. The Sentinel Initiative was created to monitor the safety of FDA-regulated medical products. Dr. Constantine previously served as a senior research associate for the Schneider Institute for Health Policy at Brandeis University.
