Raquel Ovalle is a Senior Education Technical Advisor in the International Education Division at RTI International. With over 20 years of experience in international development, Ms. Ovalle has a proven track record in managing and supporting the implementation of development and research projects across a variety of sectors, including violence and crime prevention, law enforcement, at-risk youth and vulnerable populations, gender-based violence, basic education, public health, and transnational migration.

At RTI, Ms. Ovalle is currently responsible for overall management of the USAID-funded Basic Education Activity in the Dominican Republic and serves as a technical advisor for the USAID Progresa con Educación project in Honduras and the USAID Basic Education Quality and Transitions project in Guatemala. Her prior roles at RTI include serving as Project Manager and MERLA Advisor for several high-impact projects in the Latin America and Caribbean (LAC) region funded by USAID, the Department of Defense’s HIV/AIDS Prevention Program, the U.S. Centers for Disease Prevention and Control, the Pan American Health Organization, and the U.S. State Department’s Bureau of International Narcotics and Law Enforcement Affairs. She also served as the Project Director for the Model Police Precincts Project in Guatemala. Ms. Ovalle is recognized for her expertise in managing complex projects and providing strategic technical leadership in international development contexts.
