Pura Martínez Frías

Dr. Pura Martínez Frías is a dedicated multidisciplinary professional and organizational development specialist with over 18 years of experience in project leadership, capacity building, and institutional strengthening. She is currently the Chief of Party (COP) for the USAID-funded Basic Education Activity in the Dominican Republic. Previously, she served as COP for the USAID Higher Education Partnership Activity, where her leadership fostered transformative collaborations with key government institutions, integrating USAID initiatives into national strategic plans and budgets to ensure sustainability.  

Dr. Martínez Frías's contributions have significantly impacted educational access and equity in the Dominican Republic, including the creation of the country’s first non-merit-based scholarship program for at-risk students and the development of innovative tools such as the Higher Education Institution Capability Performance Assessment Tool (HEI-CPAT). These efforts have enhanced institutional capacities in training, program design, and workforce development.  

With academic achievements that include a PhD in Psychology and a Master’s degree in Human Resources and Project Management, Dr. Martínez Frías is also deeply committed to fostering organizational well-being, cyberpsychology, and happiness in professional environments. Her expertise spans education program design, organizational transformation, HR management, and positive engagement strategies.  She is recognized as a collaborative and purpose-driven leader, passionate about empowering teams and communities to achieve sustainable and impactful results.
