Patrick Chen has more than 21 years of professional experience in the design and conduct of probability sample surveys, and specializes in survey design, sampling weights, imputation, and survey data analysis. He is involved in statistical consulting on experiment design, variance component analysis, constructing sampling frames, and sample size determination.

Mr. Chen has served as the statistical leader for nine national surveys conducted at RTI, including the Residential Energy Consumption Survey. He also designs and conducts survey methods research. He led and played key roles in the development of the generalized exponential model (GEM), a tool for sampling weight calibration, and the calibration-adjusted variance estimation (GEMRATIO). Mr. Chen additionally led a team who developed different sets of weights for the National Survey on Drug Use and Health.

Mr. Chen has 7 years of experience in plant genetics and conservation biology in China and 1 year of experience in experiment design, statistical analysis, and statistical programming for studies in pharmaceutical and clinical trial areas. He is a proficient SAS, SPSS, Stata, and SUDAAN programmer. He was a PhD candidate in a joint program of Jiangu Institute of Botany, Academia Sinica and Nanjing Agricultural University, studying plant genetics.
