Meghan Doyle is a program director in RTI’s Center for Education Services with significant experience at the executive levels of public education and county government. She has extensive expertise in facilitating school and government boards, analyzing qualitative data, implementing and monitoring strategic initiatives and plans, and developing comprehensive needs assessments, audits, and program/system evaluations.

Currently, Dr. Doyle co-leads a districtwide initiative for Wake County Public Schools, where she partners with senior leadership to design and implement a tiered, needs-based support model focused on improving student outcomes through strategic educator development and capacity building. She also leads the design and implementation of a teacher career-ladder framework for Pender County Schools. The project supports the district’s talent development goals through compensation studies, leadership training, and career advancement pathways.

Dr. Doyle has previous experience as a superintendent, principal, and assistant county manager. She has overseen schools and led districtwide strategic planning, crisis management, human resources, school nutrition, and finance. 

Dr. Doyle has a professional educators license with the North Carolina Department of Public Instruction as well as a Senior Professional of Human Resources (SPHR) credential from the HR Certification Institute.
