Julie Niemczura has 20 years' experience leading teams and providing management and operational guidance to global health and development programs. She has also provided targeted technical assistance pertaining to malaria, HIV/AIDS, maternal and child health, and emerging infectious diseases. 

Ms. Niemczura joined RTI’s Global Health Division as Malaria Practice Lead in June 2024. In this capacity, she oversees malaria-focused program development, capture planning, and growth; guides malaria program implementation; and fosters cross-project learning by building out RTI’s malaria community of practice.  She brings a wealth of experience in comprehensive interventions for malaria prevention, control, and elimination. Her work has encompassed malaria diagnosis and case management, integrated vector control, antimalarial drug efficacy and quality, social and behavior change communication, malaria vaccine research, and prevention of malaria in pregnancy.

Prior to joining RTI, Ms. Niemczura served as Deputy Director/Senior Program Management Lead for MCD Global Health, providing technical, operational, and programmatic oversight across all U.S.-government funded international health projects. She led the PMI Impact Malaria project (PMI’s global flagship project), the PMI Malaria Capacity Strengthening Program in Mozambique, the Bioko Island Malaria Elimination Initiative in Equatorial Guinea, and was part of RTI’s StopPalu+ consortium, among others. She previously led the USAID Amazon Malaria Initiative’s communication component on behalf of Links Global. 

Together with local research partners, Ms. Niemczura has generated and used data to inform strategic decision-making in 26 countries across sub-Saharan Africa and Latin America and the Caribbean. She holds an MPH from the University of Virginia and a BA in political economy and international development from Tulane University. She is fluent in Portuguese, Spanish, and French, and is conversant in Haitian Creole.
