Dylan DeLisle is a research public health analyst with expertise in qualitative and quantitative research who focuses on developing and analyzing quality measures, evaluating health care programs, and interpreting health policies and regulations. Ms. DeLisle is especially passionate about enhancing the quality of mental health and substance use treatment services to support better health outcomes for vulnerable populations. 

She currently leads the federal rulemaking efforts for two projects funded by the Centers for Medicare & Medicaid Services (CMS) that are focused on developing regulations for the Shared Savings Program and other quality reporting programs. Ms. DeLisle is also a part of a National Institutes of Health Helping to End Addiction Long-term® (NIH HEAL) Initiative project that is developing quality and cascade of care measures for Opioid Treatment Programs. She has also co-led the development of RTI SmartReview, an innovative tool that leverages data science and artificial intelligence to improve the public comment review process. 

In addition, Ms. DeLisle has worked on several projects funded by the Office of the Assistant Secretary for Planning and Evaluation (ASPE) that aimed to understand barriers to widespread adoption of suicide prevention interventions. These projects studied the implementation and sustainability of the Zero Suicide Framework and opportunities to translate and expand access to evidence-based suicide prevention programs among older adults. 

Prior to joining RTI in 2019, she worked for the UNC Gillings School of Global Public Health and the UNC Injury Prevention Research Center while completing a Master of Public Health. In these roles, Ms. DeLisle supported various projects that identified and evaluated solutions for improving mental and physical health outcomes. She also previously served as an Analyst for North Carolina’s State Trauma Advisory Committee, where she analyzed data from the North Carolina Trauma Registry to develop baseline quality standards for a Geriatric Trauma Action Plan.
