Caroline Huffaker is a senior victim services specialist at RTI. She has extensive experience developing and implementing trauma-informed and victim-centered programming and response protocols in both community- and systems-based settings. This includes assessing agency readiness for implementation, strategic planning, policy development, funding considerations, training development, and sustainability planning for new and existing programs. Ms. Huffaker is currently contributing to several projects focused on public safety, victimization, and resilience, including the iMPrOVe Project, which developed a tool to help victim service providers measure survivor outcomes and service quality. She also provides technical assistance and engages in outreach and dissemination efforts for the National Case Closed Project—a BJA-funded project providing law enforcement agencies with resources and support to improve their case closure rates for fatal and non-fatal shooting investigations. 

Before joining RTI in 2024, Ms. Huffaker served as a senior program manager for the National Policing Institute. She previously spent 13 years providing direct services to victims and survivors of crime in Tennessee, including the Chattanooga Police Department, where she started their first professional victim services unit. Other victim services experiences include working in programs that served victims and survivors of sexual assault and domestic violence as well as developing and coordinating the Sexual Assault Response Team for Hamilton County, TN.
