Andrés Urrego

Andrés Urrego joined RTI in February 2024 as Governance Specialist in RTI’s International Development Group. Prior to joining RTI, Mr. Urrego worked for USAID, the British Government, the IDB, and the UNDP managing international development projects related to human rights, decentralization, citizen security, peacebuilding, local governance, transparency, and anticorruption in the Latin America and the Caribbean (LAC) region. 

While working for the UNDP, Mr. Urrego led a project to deliver assistance to 180 subnational governments in rural Colombia to implement the Victims’ Law, an ambitious national plan to provide basic and emergency public services to millions of armed conflict victims. As Human Rights Officer for the British Embassy in Colombia, he led a regional project aimed at developing legislation and coordination mechanisms among ten countries in the LAC region to tackle modern slavery.  

Furthermore, Mr. Urrego co-led research for the IDB to identify the underlying causes of crime underreporting in Latin America and proposed policy recommendations for IDB’s dialogue with authorities seeking reform. For USAID/Colombia, he served as Governance Specialist managing a multi-year portfolio focused on service delivery, women’s economic empowerment, transparency, citizen engagement and anticorruption.  

Mr. Urrego is a native Spanish speaker and fluent in English.
