Andreas Oranje is a chief scientist of analytics at RTI. His expertise includes the design and analysis of education survey assessments; implementing artificial intelligence in educational learning and assessment environments; and developing and designing assessment and data aspects for game-, scenario-, and simulation-based performance assessments.

Previously, Dr. Oranje was a project director responsible for leading design, analysis, and reporting for the U.S. Department of Education’s National Assessment of Educational Progress (NAEP). Known as the “Nation’s Report Card”, NAEP is an assessment used for national and state education policy making. During his 15 years on the project, Dr. Oranje led the design and analysis of the transition of all subject/grade combinations from paper to digital while securing the continuation of trendlines led the analysis of new cross-cutting knowledge and skills assessments (e.g., Science Interactive Computer Tasks, Technology and Engineering Literacy) and introduced adaptive testing to NAEP. His efforts helped modernize NAEP’s statistical methodology and reporting conventions while pioneering with alternative latent regression approaches, procedures, and estimation methods (e.g., random effects hierarchical models, Gauss-Hermite quadrature, asymmetric confidence intervals).

Dr. Oranje previously served as an editorial board member for the Journal of Educational Measurement, a program chair for the American Educational Research Association, and a review panel chair for the National Council of Measurement in Education.
