Alison Proctor is a research public health analyst with over a decade of experience applying data-driven solutions that generate impact in public health and the criminal legal system. Her expertise lies in bridging the gap between evidence-based practices and on-the-ground implementation.

Ms. Proctor has played a pivotal role in several projects, including the HEALing Communities Study—funded by the National Institute on Drug Abuse (NIDA)—where she supports dissemination efforts to translate research findings into actionable community strategies. She has also contributed her expertise in training and technical assistance (TTA) through leadership roles on the Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP), Sexual Assault Kit Initiative (SAKI), and Forensics TTA projects. As the harm reduction task lead for COSSUP, she oversaw harm reduction initiatives, developed publications and resources, and collaborated closely with federal agencies such as the Bureau of Justice Assistance and the Centers for Disease Control and Prevention. On SAKI and Forensics TTA, she leveraged her skills in project management and performance metrics to ensure successful program execution and evaluation.

Beyond her project contributions, Ms. Proctor is knowledgeable in innovative program design, implementation, and grant management for public safety and community agencies. Her diverse skill set includes proposal development, data collection for evaluation, and qualitative interviewing. 

Prior to joining RTI, she held leadership positions that focused on harm reduction and opioid overdose prevention, collaborating closely with municipal, county, and state leaders to shape public health policy, improve overdose prevention efforts, and deliver life-saving harm reduction programming.
