Collaborating with communities is essential to ensure that information reaches people before natural disasters occur and to support local solutions that strengthen resilience prior to such events. As part of the Climate Changes Webinar Series, leaders from around the globe gathered for a roundtable discussion on the crucial role of risk communication & community engagement in the face of escalating extreme weather events and shifting climate patterns.
Attendees gained valuable insights into innovative approaches that emphasize collaboration and engagement with local communities, ultimately shaping resilience strategies in the face of climate change.

Moderator: Jill Brown, Communication Researcher, RTI International
Dr. Jill Brown, a communication research scientist at RTI, brings a wealth of expertise in research and evaluation design. Currently, she serves as the Director of a NOAA project to explore the information pathways through which people receive critical flood warnings. This project, through NOAA’s Cooperative Institute for Research to Operations in Hydrology, will help to improve understanding of emergency communication and uncover gaps in reaching underserved populations. She is also RTI's Evaluation Lead for the All of Us Research Program, a groundbreaking initiative aiming to build a diverse participant cohort of over 1 million individuals. This work contributes to advancing precision medicine and understanding the complex interactions between genes, environment, and behavior.
Dr. Brown earned her PhD in Experimental Social Psychology from the University of Toledo, with an MA in Interdisciplinary Studies and a BS in Psychology from Oregon State University.
Kathie Dello, State Climatologist, North Carolina State Climate Office
Dr. Kathie Dello, the state climatologist of North Carolina and director of the NC State Climate Office, is a pioneering figure in climate science. She serves as co-director of NOAA's Regional Integrated Sciences and Assessment for the Carolinas and leads initiatives like the Carolinas Collaborative on Climate, Health, and Equity. With extensive experience in climate resilience planning and impacts assessment, Kathie is a skilled science communicator and collaborator with media, NGOs, and government agencies. She has authored numerous reports and played key roles in climate assessments and adaptation planning across multiple states.
Dr. Dello holds a Doctorate in Environmental Sciences from Oregon State University, a Master’s degree in Geography, and a Bachelor’s degree in Atmospheric Science, both from the State University of New York at Albany.
Marlito “Mar” Guidote, Deputy Chief of Party, USAID Philippines Sustainable Interventions for Biodiversity, Oceans, and Landscapes (SIBOL) Activity
Marlito (Mar) Guidote brings decades of experience helping protect the environment in the Philippines. Currently, he is the Deputy Chief of Party for the USAID SIBOL Activity. SIBOL conserves natural resources and supports inclusive green economic growth in the Philippines by working with the Philippine government, private sector, and local communities. He is a member of the Philippine Coast Guard Auxiliary and an Advisory Council Member of the Philippine National Police Maritime Group. He sits as a member of the board of trustees in numerous non-profit foundations.
Mr. Guidote holds a Master's in Management from the National Security Administration program at Philippine Christian University. He earned a Bachelor of Arts in Sociology from the University of Santo Tomas, Philippines. Additionally, he is pursuing a Master of Arts in Anthropology at the University of San Carlos.
