Paul J. Kaiser

Dr. Paul Kaiser is an international development and political science expert with extensive experience across sub-Saharan Africa, South Asia and Pacific Island nations, including as a World Bank consultant in Papua New Guinea, Bangladesh, and Nepal. He currently serves as the Chief of Party for the USAID-funded Lao Higher Education for Accelerated Development Project. 

Prior to joining RTI in 2024, he served as Chief of Party for DAI in Liberia and Zambia, managing decentralization projects focusing on improved service delivery and citizen engagement. He was also Director for South Asia and Nepal Country Team Leader at the Millennium Challenge Corporation, and Democracy and Governance Team Leader for USAID in Malawi and Rwanda. Before transitioning to international development, Dr. Kaiser taught political science and African Studies courses at Mississippi State University and the University of Pennsylvania.
