Devin Oxner is a research analyst in RTI’s Justice Practice Area. She has experience working with local, state, and federal law enforcement agencies around the country on various topics, including sexual assault response reform, recruiting women into policing, and alternative responses to mental health-related calls for service. Ms. Oxner works closely with agencies to analyze their current practices and implement changes.

In addition to serving as a research analyst on several justice-related projects, Ms. Oxner is also a Project Manager at RTI. She was the main Project Manager for the Cohort of Cities project that assisted seven cities across the Carolinas with implementing alternative responses to calls for service. She is also the Project Manager for two Office for Victims of Crime projects, the development and analysis of a chatbot for burglary victims and the evaluation of a forensic examination reporting system. Ms. Oxner serves as an Associate Project Manager for both the Sexual Assault Kit Initiative Training and Technical Assistance (SAKI TTA) Program and the National Missing and Unidentified Persons System (NamUs).
