Christopher Winterrowd is an air quality engineering program manager at RTI who specializes in multi-project, research-focused environmental programs. He has more than 30 years of experience in the environmental air emissions industry and more than 24 years of experience operating and managing complex work assignments, task orders, and large federal contracts. His expertise lies in managing contracts for government agencies and centers; developing proposals ranging from $25k to $100M; managing and performing operations for projects researching combustion, monitoring ambient air, and measuring source emissions; and cost estimating, developing, and performing test schedules and scopes.

He is currently the program manager for the EPA's Support for Metals, Minerals and Energy Sector contract, a $32M, 5-year sole-source contract supporting the Office of Air Quality Planning and Standards' Sector Policies and Programs Division. This contract provides support for four air toxics program components; source-specific regulatory programs, national- regional- and community-based initiatives, Air Toxics Screening Assessment, and education and outreach.

Before joining RTI in 2024, Mr. Winterrowd was a program manaer at Jacobs Technology, Inc., where he provided consulting engineering services to commercial and government organizations. He is a certified Project Management Professional (Project Management Institute).
