Sengthong Phothisane has over thirty years of higher education development, organizational development, and governance experience in Laos. He joined RTI in 2018 and has worked for several international development organizations, including Swiss Agency for Development and Cooperation Agency, The World Bank, SNV (Netherlands Development Organization), NIRAS Development Consulting, the United Nations Development Programme, the United Nations Capital Development Fund, and the Asian Development Bank.

Mr. Phothisane is currently serving as the Deputy Chief of Party for the USAID Laos Higher Education for Accelerated Development (LEAD) project, which is aimed at enhancing Laos' higher education system. He is responsible for providing technical and/or operational guidance and serving as a subject matter expert in organizational and higher education development areas. 

Previously, he was the Chief of Party of the USAID Local Solutions Support activity, which helped improve organizational and leadership capacity of local university partners for determining development priorities and delivering effective localized development responses. 

Mr. Phothisane is skilled in higher education development, organizational development, strategic management and resource mobilization, governance, leadership competency development, conflict sensitivity program management, human resource development and management, networking, grants management and administration, higher education development, and youth engagement.
